State Payment Program


The purpose of the State Payment Program (SPP) is to provide eligible adult Iowans who do not have legal settlement, with fiscal access to local services authorized through County Management Plans, to maintain and improve their self-sufficiency. The SPP can purchase from among 54 local services for adults with a mental illness, mental retardation, and/or a developmental disability. Persons should first contact their county Central Point of Coordination (CPC) office to apply.

The legal basis for the program is Code of Iowa, Section 222.60, and Iowa Administrative Code, 441 -- Chapter 153.51 through 153.59. Financial and service eligibility is based on the County Management Plan of the county where the member resides. The program uses 100% state funds.
