DHS Policy and Procedure Manuals

These manuals are the Department's official interpretation of the federal laws and regulations and the state laws and rules relating to the programs it administers. The purpose of the manuals is to present Department policies and procedures for program administration in a centralized and usable form. The manuals provide the official record of the Department’s interpretation of the policies adopted in its rules and authorizing legislation.  

Manual Table of Contents.  These links will display a "master" table of contents for the Department's manuals.  The Table of Contents is divided into two sections:  Employees' Manual (Titles 1 through 18) and Management Manual (Titles 20 through 24).

The links on this page will take you to the Department's manuals and rules. Not all of the DHS manuals are available in electronic format.  If the title of the document is displayed as a link, then that document is available. Documents with titles appearing as normal text will be available in electronic format in the future.
